Hortatory

Hortatory means urging to some course of conduct or action; exhorting; encouraging: a hortatory speech.

Despite causing quite an uproar in Ephesus, Paul gave an horatory speech before leaving.

After the uproar had ceased, Paul sent for the disciples, and when he had exhorted them and taken his leave of them, he left to go to Macedonia. (Acts 20:1, NASB)
