Fiat

A fiat is an authoritative decree, sanction, or order.

Just prior to Jesus' birth, Caesar Augustus (63 BCE-14 CE) administered a fiat which forced all citizens to register for a census in their hometowns.

Now in those days a decree went out from Caesar Augustus, that a census be taken of all the inhabited earth. (Luke 2:1, NASB)
